Based in Quito, the Senior Associate will work with MAATE to support the implementation of Ecuador’s National Programme “Zero Carbon”, in particular the communications and capacity-building components, as well as additional program activities as required by the MAATE.  The Officer will support the engagement and maintain close working relations with government stakeholders, donors, international organizations, and local implementing partners, as well as additional programme activities as required.

This role requires experience in developing and implementing communication strategies and plans and organising and delivering capacity-building sessions Knowledge of climate change, environmental policies and regulations is highly valued.


The Global Green Growth Institute (GGGI) is an intergovernmental organization founded to support and promote a model of economic growth known as green growth, which targets key aspects of economic performance such a poverty reduction, job creation, social inclusion, and environmental sustainability. GGGI works with countries around the world, building their capacity and working collaboratively on green growth policies that can impact the lives of millions. The organization partners with countries, multilateral institutions, government bodies, and the private sector to help build strong economies that are more efficient and sustainable in the use of natural resources, less carbon-intensive, and more resilient to climate change. GGGI supports stakeholders through complementary and integrated workstreams that deliver comprehensive products designed to assist in developing, financing, and mainstreaming green growth in national economic development plans.


Ecuador became a Member of GGGI in 2019. Since 2021, GGGI has been engaging with Ecuador’s Ministry of Environment, Water and Ecological Transition (MAATE) and the Ministry of Economy and Finance (MEF) on climate and sustainable finance to support Ecuador´s efforts to achieve the country’s climate change mitigation and adaptation objectives, as well as its Sustainable Development Goals and Nationally Determined Contributions. To date, GGGI is supporting the following initiatives in the country:

  • Developing a pipeline of adaptation projects;
  • Designing one large-scale adaptation project to be submitted for funding to providers of international climate finance (e.g. GCF, Adaptation Fund, etc)
  • Mobilizing long-term concessional resources towards nature-based solutions, climate-smart infrastructure, and wider climate goals through innovative instruments, such as thematic bonds, debt for climate swaps, green credit programs, and tools, such as a national green taxonomy, environmental and social risk management systems, among others.
  • Supporting the implementation of Ecuador’s National Programme “Zero Carbon” which allows enterprises to measure, reduce and neutralize their carbon footprint

The Senior Associate will coordinate and support, under MAATE’s Direction for Sustainable Production and Development supervision, the following activities:

  • Coordinate, develop and implement a communications strategy for the Ecuador Zero Carbon Program, including short, medium and long-term outcomes; in order to promote brand awareness, lead acquisition and enhance outreach and participation in the program.
  • Coordinate, develop and implement a communications plan and materials for the Ecuador Zero Carbon Program in line with the Program communication strategy.
  • Design and manage content production and public relations processes, considering the institutional requirements of the MAATE.
  • Develop a capacity-building plan together with assigned personnel. This plan must be in line with the Strategic Plan and technical instruments that are part of the Ecuador Zero Carbon Program, targeting the public sector, the private sector and offset implementers (peoples and nationalities, NGOs, GADs).
  • Coordinate the organization of relevant capacity-building workshops on Ecuador’s Zero Carbon Programme, including exchanges between the public and private sectors, and technical assistance to Small and Medium Enterprises (SMEs) and offset implementers as early applicants of the program.
  • Support stakeholder engagement process with relevant public institutions, enterprises, non-governmental organizations (NGOs), GADs and other relevant stakeholders in Ecuador.
  • Support in the development of a strategic plan with a long-term vision for the Ecuador Zero Carbon Program.
  • Support in the respective activities, for the development of the greenhouse gas verification and validation scheme for the Ecuadorian Accreditation System (SAE).
  • Ensure alignment of GGGI´s service with client needs.
  • Build and maintain relations with government stakeholders, including MAATE, private sector actors, and offset implementers
  • Participate in GGGI-wide events to create awareness about GGGI Ecuador Program and activities
  • Represent GGGI Ecuador in national, regional and international events
  • Coordinate the development of a strategic communications plan to promote brand awareness, lead acquisition and enhance outreach and participation in the Ecuador Zero Carbon Program.
  • The strategy will include various communication deliverables including a benchmarking, positioning map, SWOT analysis, CAME analysis, stakeholders mapping, audience segmentation, key messages, a media plan, content plan, Public Relations and Advertising tactics, KPAs and communication products such as strategic events mapping, analysis and advocacy, newsletter, brochures, the improvement of the official website and other communication products.
  • Organize relevant capacity-building workshops, consultations, and focal group discussions with key stakeholders to validate work products.
  • Support project reporting to GGGI HQ and donors
  • Bachelor’s degree in Communication, Management, or other related fields. An advanced degree in relevant fields is desirable.
  • At least 5 years of professional experience designing and implementing communication strategies and plans, preferably in the environment, climate change, and mitigation issues.
  • Experience in companies providing services to offer technical studies, strategies and plans related to climate change, is a plus.
  • Previous work experience in Ecuador’s public sector institutions, international organizations or private sector companies working in Ecuador on climate change initiatives issues is highly desired.
  • Proven experience designing and delivering capacity-building workshops and communication campaigns.
  • Experience developing communicational and educommunicational materials.
  • Experience in non-formal education.
  • Experience in public relations and strategic communication.
  • Experience in project management.
  • Fluent in English and Spanish (written and verbal)
